The Essex Chav catchment area is Dagenham, Romford and Thurrock, extending to Basildon, via Wickford and Rayleigh. Basically, everything south of the A12 as far as Southend.
You could also consider the eastern boundary to be the A130.

I heard an explanation of the word CHAV coming from a contraction of CHeltenham AVerage, so possibly the Gloucestershire town is high on the list!
I've heard that version too and would suggest that parts of the place are indeed a bit pants (think Hesters Way) but it's not a touch on Gloucester.
