As per title. How long after a long run would a cold bath still be considered effective?

That would depend on if you consider it effective in the first place.
The research papers published so far on balance appear to suggest it isn't.

I seem to remember reading somewhere it has to be ice and not just cold water to be effective, but who knows

Sitting in cold bath works for my OH and just spraying cold water on my legs makes a big difference for me.

Like a lot of things in runnng it's whatever works for you.

But in answer to the original question - as soon as possible.

The research and articles that I read suggest that ice baths should be used after an event, eg in the case of runners after a race.

Ice baths after training are counter productive.
