Why is it that the result is to be announced at EXACTLY 12.46pm? Strikes me as rather odd!

International time differences

To make the One O Clock News?

Maybe the IOC have a buffet ordered for 12.50
06/07/2005 at 09:31
or the 12.45 news with cut to live announcement?
06/07/2005 at 09:31
Why not?

No better than 12.44 or 12.47?

All to do with precise event management, live tv feeds and scheduling around the world, etc etc.

If it's anything like here, the buffet will arrive at 2pm and consist of lame sandwiches, moudly fruit and some spicy things

considering the process - I cannot see how they can make such an accurate statement:o-

To be honest, who cares?

It's a code:

12:46, translated to letters

First three: 12 + 4 = 16 = P
First one: 1 = A
First two and last one: 12 + 6 = 18 = R
First two and last one: 1 + 2 + 6 = 9 = I
Middle two less last one, add first one: 24 - 6 + 1 = 19 = S

So: it's a forgone conclusion.

Now, about the CIA, Area 51 and the assassination of JFK...
