In short: A fun run, not a race, and over-priced
In full: You will have to run at the speed of the crowd, so regard it as a funrun, not a race, and see the sights. If you can afford it.

In short: They ran out of water - unforgivable - a beginners mistake
In full: And a race license requires them to provide a water station. It's not as if they haven't run a race before, allegedly, or have no way of knowing how many people will come - they set the race limit.
