Sorry to hear about your hassles with the civil servants and I really admire you for the way you handled it . Will be thinking of you tomorrow . I will not be able to be with you on the 17th ,but will be with you in spirit and will go for a run and raise a toast to Eddy
I did the 3 day plan for my first marathon last year and it got me through the 26miles in 4h21 . If you are pushed for time also try to think creatively ie try to fit runs in when the kids are doing a class or perhaps run around doing your errands instead of driving . Whilst you may not do the programme exactly some is better than none and then try to focus on making time for the longruns as it is these that will get you through the distance in the end .
I live right next to the sea here in Edinburgh and the wind was positively artic tonight , but once I got going it was not too bad . I often think that the thought of it is worse than the reality . By the time I got home only my toes felt frozen . You just have to be brave, dress warmly in lots of layers so you can take off some as you get warmer and keep focussed on your goals and not the cold . Also think how good you will feel when you get back from your run .
