I use most roads just won't use dodgy congested ones, seen too many people injured where I live. We do have quite a few new cycle tracks alongside though now

I do have good ones but unfortunately they are not everywhere, I have about a 2 mile stretch of congested and dodgy road that I avoid

Don't know about that, but I do have some very good cycle paths on my way to work that I use, they are almost flawless and alongside a busy A-road, yet there's a cyclist who insists on using the pot-holed road and holding up traffic, each to his own but what's that about

If I consider it too congested or too dangerous I'm good with that, if there is discretion (as there appears to be) I'm happy to take a chance with the Police, they can be reasonable people

I'll just refer you to my first comment, valid then, valid now

"When I go biking I will ride on the pavements if I consider the road to be too congested or dangerous, too many people have been injured or killed where I live. Mainly I tend to ride on trails though, and recently these (along with the existing bike paths) have been re-coated in tarmac, so are now full of pedestrians, dog walkers, runners, buggies and motorised chairs, share and share alike for me. Make roads safe for bikes, and no problem."
