What surprises me is that there are people on this forum, a runners forum, who post that they think headphones are OK.

It's pretty simple:

RULE 240 S 5 UKA SUPPLEMENT – HEADPHONES

The wearing of headphones, or similar devices, (other than those medically prescribed), is not permitted in races on any single carriageway road that is not wholly closed to traffic. This restriction does not apply to races held on dual carriageways provided that there are clear, structured separations between the separate carriageways. Competition Providers of races held entirely on roads closed to traffic may apply this condition where appropriate to local circum- stances.

RULE 240 S 6 UKA SUPPLEMENT- ASSISTANCE (PREVIOUSLY UKA RULE 212)

Runners must not be accompanied by a personally owned or controlled dog in the race. 

 

So if Beverley had a section of road with traffic, they had no choice, otherwise it was a local decision and if you want to carry the ball in your arms, don't play football.

Oh, please do stop running.  I don't want to be in an event with someone getting in my way unaware of what is around them, endangering themselves and others purely because they are so selfish.  I also don't want people running on anywhere with headphones on.  i recently saw someone running with headphones and a dog off the lead, unaware that the dog was about to get into a fight!  There are lot of selfish people and there are lots of people who challenge every rule, every law, there is a stupid idea that people have a "right" to do anything they like... Guess what, quite rightly, YOU DON'T.

1% of a marathon is 1/4 marathon.  The Olympian marathon, Much Wenlock is closer to 27 miles.  Mind you some might call that an ultra, lol.
